Ballot title

The ballot title for Amendment A was as follows:

A JOINT RESOLUTION Proposing and agreeing to an amendment of the State of South Dakota authorizing and directing the pooling of moneys received from oil and gas and other mineral leasing of common school, indemnity and endowment lands and covering at least fifty per centum of such moneys into the permanent funds of the common schools and of the endowed institutions and submitting the same to a vote of the electors of the state.

A simple majority vote is required during one legislative session for the South Dakota State Legislature to place a constitutional amendment on the ballot. That amounts to a minimum of 36 votes in the South Dakota House of Representatives and 18 votes in the South Dakota State Senate, assuming no vacancies. Amendments do not require the governor's signature to be referred to the ballot.
