The South Dakota Repeal Property Taxes and Establish Flat Retail Transaction Amendment may appear on the ballot in South Dakota as an initiated constitutional amendment on November 3, 2026.

The amendment would repeal property taxes and replace it with a flat retail tax. For purchases of $15 or more, a flat tax of $1.50 would be assessed. For purchases under $15, a 10% tax would be assessed.

An initiated constitutional amendment is a citizen-initiated ballot measure that amends a state's constitution. Eighteen (18) states allow citizens to initiate constitutional amendments.

In South Dakota, the number of signatures required for an initiated constitutional amendment is equal to 10% of the votes cast in the last gubernatorial election.
