Two seats on the school board were up for election in Springdale Public Schools. The election took place on September 17, 2013, for the Zone 2 seat as well as an at-large seat.

Springdale Public Schools is a school district located in Northwest Arkansas in Washington and Benton counties. It is located Northwest of the captial Little Rock. According to the 2010 Census, Springdale is home to 70,382 residents.[1]

Demographics
Springdale outperforms the rest of Arkansas when measured on the basis of median household income but underperforms when measured on percentage of residents living below the poverty level and percentage of residents over the age of 25 with a high school diploma. The median household income in Springdale was $41,753 compared to $40,149 for the state of Arkansas. 17.3% of Springdale residents aged 25 years and older attained a bachelor's degree compared to a 19.6% in Arkansas. The US Census also showed the poverty rate in Springdale was 21.3% compared to 18.4% for the entire state. The US Census also found that 69.7% of Springdale residents aged 25 years and older attained a high school degree compared to a 82.7% in Arkansas.[3]

Method of board member selection
The Springdale Public School Board of Education consists of seven members, all of whom are elected to five-year terms. Two members are elected by the district at-large, while the five remaining seats represent a specific geographic area or zone. Board member terms are staggered so that at least two members are to be elected each year on the third Tuesday in September. There are no primary elections.[4]

2012
Randy Hutchinson was unopposed for the Zone 4 seat on the Springdale Public School Board of Education. The election took place on September 18, 2012.[5]
2011
On September 20, 2011, Kevin Ownbey defeated two challengers for the Zone 1 seat on the Springdale Public Schools Board of Education.

What was at stake?
Two seats in Zone 2 and an at-large position were up for election on September 17, 2013. Board Secretary Jeffrey Alan Williams was unopposed for the Zone 2 position on the school board.
The district is in the first year of implementing a school choice program approved by the state legislature. The Arkansas State Legislature passed the Public School Choice Act of 2013, which went into effect on April 16, 2013. This law allows parents to select from a broader menu of area schools for their children.[6] The district is a participant in the program and allows parents from other districts to apply for enrollment to Springdale schools.[7]

Additional elections on the ballot
In addition to the two five-year term school board positions, a proposal to maintain the current millage rate of 40.5 was approved with 66% of the vote.[9][10]
