Path to the ballot
The group opposed to the ban, Live Free Springfield, collected enough signatures to get another measure on the ballot which would allow for indoor smoking. The current repeal had been implemented in June of 2011. With the petition, the City Council could have voted to just approve the repeal of the ban, but instead decided to send the issue back to voters. The group One Air Alliance, who had promoted the smoking ban, had tried to suggest amendments to the current ban, but Live Free Springfield did not think the amendments were sufficient. Though some residents had claimed that the ban had adversely affected businesses, the City Manager commented that in his opinion and from his observations, no significant decrease in business in the city had been seen.[2]
Support
The group Live Free Springfield supported this measure and supported lifting the ban on indoor smoking.
Opposition
The group One Air Alliance opposed this measure and instead supported keeping the smoking ban.
Text of measure
The question on the ballot:
| Shall the city of Springfield, Missouri, repeal sections 58-1000 through 58-1017, known as the Springfield Smokefree Air Act of 2011, adopted by the voters on April 5, 2011, and replace it with new sections 58-1 through 58-3 which readopt the City's prior ordinances regulating smoking within the City as that law existed on the date immediately prior to the April 5, 2011, adoption of the Springfield Smokefree Air Act of 2011?[3][4] |
