“ | Shall the St. Charles County Charter be amended by providing for the establishment of a County Police Department and transferring the duties for the Patrol Division, Detective Bureau and other direct police duties and their support functions to a County Police Department and providing for the Sheriff’s Department to be in charge of Court Services and Security including prisoner transport, service of process and bailiff and other court security duties?[2] | ” |
