A yes vote was a vote in favor of authorizing the city to issue $50,000,000 in bonds to fund city infrastructure, equipment, and facilities. |
A no vote was a vote against authorizing the city to issue $50,000,000 in bonds to fund city infrastructure, equipment, and facilities. |
Proposition 1 was designed to fund the following projects:[1][2]
- Equipping the St. Louis Fire Department with fire trucks, ambulances, and other equipment for fire services ($14 million);
- Funding new radio equipment and Property Custody Unit/SWAT headquarters renovations for the St. Louis Police Department ($7.8 million);
- Updating correctional facilities with air conditioning, plumbing repairs, and new surveillance cameras ($6.5 million);
- Providing match share funds for bridge updates ($2.5 million);
- Repairing fire station roofs and equipping the fire department with emergency generators ($1.7 million);
- Updating city-owned buildings, including courts, juvenile detention centers, and City Hall ($11.4 million);
- Purchasing a new payroll and accounting computer system ($5 million); and
- Covering expenses associated with issuing the bonds ($1.1 million)
A two-thirds (66.67%) vote was required for the approval of Proposition 1.

Ballot question
The ballot question was as follows:[3]
“ |
Shall the following be adopted: Proposition to issue bonds of the City of St. Louis, Missouri in an amount not to exceed Fifty Million Dollars ($50,000,000) for the purpose of planning, purchasing, replacing, improving and maintaining the buildings, bridges, computer software/ hardware, and equipment of the City of St. Louis, including (1) acquiring fire trucks, ambulances, and other fire-fighting apparatus for the St. Louis Fire Department, (2) acquiring radio equipment for the Police Department, (3) providing match share funds to repair, renovate, and replace bridges, (4) renovating buildings and facilities owned by the City of St. Louis including courthouses, correctional facilities, City Hall and other City buildings; and (5) for expenses associated with the issuance of the bonds. If this proposition is approved, the property tax levy is estimated to remain unchanged.[4] |

Path to the ballot
Alderman Frank A. Williamson and Alderman Thomas Oldenburg introduced Proposition 1 as Board Bill 240. The St. Louis Board of Aldermen voted unanimously (25-0) on February 16, 2018, to place the proposition on the ballot.[6]
