The city of St. Louis, Missouri, held elections for the board of aldermen on April 7, 2015. Partisan primary elections took place on March 3, 2015. The filing deadline for candidates who wished to run in this election was January 2, 2015. Eighteen of the Board's 29 seats—including the position of President of the Board—were up for a vote.[1]
Only one incumbent, Phyllis Young, did not run for re-election. Young resigned from her Ward 7 seat in December 2014. Eight of the 18 general election races featured both a Democratic and a Republican candidate. Candidates elected in 2015 served terms that expired in 2019.
Because the city of St. Louis was overwhelmingly Democratic in 2015, most of the general election races were expected to be anticlimactic. St. Louis had not had a Republican mayor since 1949 and none of its current Aldermen were Republican. The most recent Republican Alderman was Fred Heitert, who served in Ward 12 prior to Larry Arnowitz's election in 2011.[2] Every race in 2015 with a Republican candidate also had a Democratic incumbent running for re-election.
President of the Board Lewis Reed (D) made fostering a better relationship between citizens and police a major part of his campaign platform. Although he faced a challenger from both the Republican and Green parties, he was declared the winner of the race by multiple outlets following his win in the Democratic primary.[3][4] You can read more about the police issue here and information on his rocky relationship with Mayor Francis Slay is available here.
A handful of area school boards also held elections on April 7, 2015. Districts in the surrounding county are Ferguson-Florissant, Hazelwood, Mehlville, Parkway and Rockwood.

Police

Spurred by the events in Ferguson, Mo., in August 2014, President of the Board Lewis Reed (D) pushed for a civilian review board for the St. Louis Police Department. Critics said that without subpoena power the board would be powerless, while Reed argued that it would foster a stronger relationship with the Board of Aldermen's Public Safety Committee, which had subpoena power. Reed noted that he hoped this and other efforts would help bridge a perceived division between the public and police in the wake of shootings in Ferguson and around the country.[6]
Relationship with mayor
Reed and Mayor Francis Slay had a tenuous relationship, originating in November 2012 when Reed filed to run against Slay for the mayor's seat. At one point, Reed questioned Slay's "core Democratic values," alleging that Slay had taken money from Republican organizations and suppressed unions. Slay did, in fact, receive $100,000 in donations from local Republicans Sam Fox and Rex Sinquefield.[7] Further controversy erupted in February 2013 when a flier (right) surfaced depicting Slay as a slave master and his supporters as slaves. Although both campaigns denounced the flier, Slay laid blame for it on Reed and his supporters.[8] Reed publicly stated that he expected Slay to endorse a candidate against him in the race, though no such candidate materialized.[9]
