Stacy Lynne Taylor earned a bachelor's degree from UCLA in 1985. Her career experience includes working as a water policy manager and public relations entrepreneur. Taylor has also worked in the marketing and public/government affairs industries.[1]

Working for 10+ years at Mesa Water District (in Costa Mesa), where I serve as the Water Policy Manager, I am the only candidate for this seat who works as a Water Policy professional. I know I am best suited to serve on the Municipal Water District of Orange County Board, which is a policy-making entity.

Because I advocate on important water issues for my work, I have the necessary subject matter expertise, resources, and established working relationships with legislative and regulatory officials and staff. Also, as the only No Party Preference candidate for this nonpartisan Board seat, I have a good reputation for working collaboratively in a bipartisan manner.

That's why I've been endorsed by more than 35 water and city officials, organizations, and business professionals who believe in my effectiveness, trusted leadership, and teamwork.

The seat I'm running for represents residents in Costa Mesa, Huntington Beach, Seal Beach, and a portion of Newport Beach...and I'm the only candidate who is a member of the Chamber of Commerce for all 4 cities.

I pledge to improve water for Orange County, and I will fight for all families and businesses to receive pure, affordable, plentiful drinking water now and always.
  • I will lead efforts to enhance Orange County's water quality and supplies while keeping rates as low as possible.
  • I will advocate for Orange County to receive grant funding for vital water infrastructure improvements.
  • I support emergency planning to ensure Orange County's clean water access during crises.
I'm running for the Municipal Water District of Orange County, Division 4, to ensure the continued provision of safe, affordable and reliable water, for our region's families and businesses...now and always.

With a Bachelor's degree in economics, my background includes 25 years of private sector work, as an award-winning Public Relations professional, including 10 years as principal of my own firm, representing corporate, nonprofit and public agency clients, such as the Metropolitan Water District of Southern California, the Ronald McDonald House of Orange County, and the OC Fair.

I joined Mesa Water District in 2010 and, after a few years of serving as the Public Information Officer, I shifted to focusing 100% on water policy work, whereby I actively advocate for our communities' best water interests, at the Federal, State, Regional, and Local levels.

High-quality, low-cost water is essential for our economy, environment, and quality of life. The Municipal Water District Board is a policy-making entity, and I am serious about making a difference, and having a positive impact, by using my water policy experience, economics education, and communications skills to protect your water rates, rights and resilience.
The Municipal Water District of Orange County (MWDOC) Board is a policy-making entity that has countywide responsibility for administering the transfer of surface water from the Metropolitan Water District of Southern California (Met) - headquartered in downtown Los Angeles - to all of Orange County. The surface water is imported from the Northern California (the "Delta") and the Colorado River.
Ensure all Orange County families, communities, and businesses receive pure, affordable, plentiful water now and always.

Support needed improvements to Orange County's water infrastructure...done responsibly, in a cost-effective and environmentally-sensitive manner.

Seek opportunities for improving cost-savings, efficiency, and transparency.
The challenge for MWDOC is that the imported water supplies are constrained - due to over-allocations, droughts, and the risk of earthquakes - and the amount of water that Orange County receives depends on many factors, including weather and water policies. I pledge to solve these challenges by using my water policy skills to lead advocacy efforts for: 1) modernizing Delta conveyance; 2) studying potential new, local, reliable, high-quality water supply sources; and, 3) protecting our CO River supplies.
