The Federation of Tax Administrators provides information and support to state tax administrators and the general public. Using tax collection data from the U.S. Census Bureau, Bureau of Economic Affairs, they calculate the per capita tax burden for each state, as well as the percent of personal income that tax amount represents. They then rank the states based on those amounts. The amounts given are for state taxes only, and the FTA includes the following disclaimer: "Excluding local taxes can bias comparisons for some states."[1]

Note: In comparing dollar amounts across the states, it is important to note that the cost of living can from state to state and within a state. The amounts given on this page have not been adjusted to reflect these differences. 2016 tax revenues and rankings

The following charts displays state tax revenues for the 50 states and the District of Columbia collected in fiscal years 2016. The states are each assigned two different rankings. One ranking measures the state's revenue collections per capita, with the number one ranking representing the state (or in this case, Washington, D.C.) with the highest tax burden per person. The other ranking is the percentage of the state's citizens' personal income that was paid in taxes in that year. The number one ranking, in this case, represents the highest percentage of personal income that was collected as part of a state's tax revenue collections.
