An effort to recall Ward 7 City Councilwoman Stephanie Howse did not qualify for the ballot in Cleveland, Ohio.[1]
Howse was elected to the Cleveland City Council in November 2021. She previously represented District 11 in the Ohio House of Representatives.
Recall supporters
Recall organizers initiated the campaign in November 2022. Supporters included city resident Elaine Huff and former Ward 7 City Councilman Basheer Jones.[2][1]
The petition alleged that Howse "failed to respond to residents’ needs during a time of crisis and expressed blame on previous officials and stakeholders for the lack of serving the residents of Ward 7." Recall organizers said that Howse decreased services, including snow and leaf removal, for disabled and elderly people in the city.[1][2]
Recall opponents
Howse said that the recall campaign was led by Basheer Jones and two former employees of the Famicos Foundation. She suggested that organizers were trying to recall her because she decreased the amount of block grant funding that the Famicos Foundation received in 2022. According to Howse, she distributed the ward's grant funding for community development corporations among four organizations, including Famicos, instead of distributing 100% of it to Famicos, as had been the case during Jones' tenure as the Ward 7 representative.[1]

Organizers needed to collect 535 signatures for a recall election to be scheduled. The recall did not qualify for the ballot after organizers turned in 641 signatures, but only 165 of them were validated.[1]
