Biography

Stephen Casares served in the U.S. Army from 2009 to 2023. He earned a high school diploma from Notre Dame Preparatory High School, a bachelor's degree from the U.S. Military Academy at West Point in 2009, and a graduate degree from George Mason University in 2021. Casares' career experience includes working as a military officer and assistant professor.[1]

Thank you for allowing me to represent Scottsdale as a West Point cadet, and subsequently as a commissioned Intelligence Officer in the Army of the United States. I’m home after 18 years of combined active duty, reserve, federal, and corporate service. I represented our city under Article II Sec II of the Constitution of the United States.

I am petitioning to be your representative on Scottsdale City Council for two reasons. I desire to preserve our city and simultaneously protect its unique character and identity. I want to defend the home, our home, that I grew up in as a young man.

Allow me to continue to serve under proscribed legislative authority of the city, Maricopa County, Great State 48, and the United States. It’s really good to be home.
  • Personal Initiatives:

    1) Veteran Advocacy. 2) Resource Management.

    3) Mental Health Care.
  • Direct Community Feedback: 1) Concerns regarding pace of / over / un-constrained development. 2) Crime Rates. 3) Homelessness.
  • What You Can Expect of Me: 1) I will uphold the highest standards of ethical conduct in my legislative role. 2) Actively participate, as far as I am able, to attend every civic, business, non-profit, and religious events in Scottsdale. 3) Work judiciously and prudently as a member of council, so that every decision made is for the benefit of Scottsdale Citizens.

"The Best and the Brightest", by David Halberstram. This masterpiece of a book is my favorite. It covers the Kennedy and Johnson administrations, and the decision-making process with respect to the Vietnam War. Key takeaway is how groupthink, opposing personalities, and not working together as a staff, having dire consequences for American involvement in Vietnam.

"Man in the Arena" speech by President Theodore Roosevelt--it covers what it truly means to be a Citizen and participate in society.

1) Active engagement with Scottsdale Citizens and businesses alike.

2) Working knowledge of zoning, ordnances, city maintenance, first responders / Law Enforcement.

4) Providing necessary support to boards and commissions to keep public services running.
