Stephen Enderlin Howard was a judge on the Colorado 8th Judicial District. He served on the court from 2011 to 2021. He was appointed by Governor Bill Ritter, effective January 1, 2011, and was retained by voters in 2014.[1]  He served as chief judge from 2017 to 2021.[2] He left office when his six-year term expired on January 11, 2021.[3][4]

Howard was retained to the Eighth Judicial District with 72.8 percent of the vote on November 4, 2014. [5]

The Colorado Commissions on Judicial Performance recommended that Judge Howard be Retained. The full report is available here.

Education

Howard earned his undergraduate degree from Colorado College and his J.D. from the University of Colorado School of Law.[6]

Career

Immediately prior to his 2011 judicial appointment, Howard was in private practice, working as a partner at the law firm of Howard and Francis. He also previously worked at the firm of Fischer and Wilmarth.[6]
