Public Safety Having policed our community for many years, I have a unique perspective as to what the scars look like—both literally and figuratively—when crime is allowed to proliferate. I am particularly concerned about the rising violent and property crime rates we are seeing, not only in our region, but also throughout California. There has been too much emphasis in Sacramento on decriminalizing a wide range of antisocial acts that prove devastating to their victims—leaving few consequences for the repeat criminals who commit them. Proposition 47 challenges facing law enforcement Despite this litany of alarming setbacks, the state’s Legislature has refused to provide solutions to address any the problems created by Prop 47. This situation is just one example of the new leadership that is needed to repair the damage that every day is being inflicted on our communities. I believe that my frontline experience and decades-long commitment to public safety will give me the necessary skills needed to find real solutions for these growing societal problems. Realignment/AB 109 The state’s plan to transfer “non-serious,” “non-violent” inmates to county jails ignored the fact that many local jails were already filled to their maximum capacity. Today, with thousands of criminals returning to the streets, law enforcement agencies find themselves under extreme pressure to deal with the rising tide of crime since this realignment policy was implemented. Alternatives to Realignment Using my knowledge of California’s criminal justice system, I want to focus on expanding effective rehabilitation programs so offenders can leave prison with the tools needed to readjust to society and so they no longer feel that a life of crime is their only means of support. Such programs can leverage state resources by partnering with nonprofits and can be used to treat substance addiction, offer job training, provide education, and much more. Current climate for law enforcement Like any other facet of life, there will always be a few bad individuals in any society, but we must address the current issues immediately and need to take steps to repair the distrust that now exist between police officers and these communities. Improving transparency in the criminal justice system and investing in community policing are two possible options and strategies for building or repairing relationships between officers and the communities they serve.[2] |
