An effort to recall Steve Spinnett and Andrew Jackman from their respective positions as mayor and city council president of Damascus, Oregon was launched in May 2013. The effort to qualify the recall question for the ballot was, however, abandoned short of going to a vote.

Background

Recall supporters, led by former city councilor David Jothen, began their effort after hearing of plans of Spinnett and Jackman to force City Manager Greg Baker to resign. Baker's final resignation settlement included a $321,000 severance package.[1][2]

Several weeks after announcing their plans, recall supporters decided to abandon their effort in favor of an effort to disincorporate the city.[2]

If recall supporters had submitted a petition for circulation, it would have been reviewed by the city, then the supporters would have had 90 days to collect signatures.[1]
