Two at-large incumbents, Isabel Polvorosa and Helen T. Randall, were up for re-election. Randall and challenger Janet Zamudio won the two seats by defeating Polvorosa, Steven Kirk, Guillermo Nevárez and Ronald Joseph Pereira II.
