The candidate filing deadline was November 30, 2015.[1] Incumbent Jack D. Franks (D) dropped out of the race after the primary. John M. Bartman replaced state Rep. Franks on the general election ballot.

The signature filing deadline for candidates wishing to run in this election was December 2, 2013. Incumbent Jack D. Franks ran unopposed in the Democratic primary, while Steven Reick ran unopposed in the Republican primary. Franks then defeated Reick in the general election.[8][9][10][11]

  • Excerpt: "To assure that pension promises that have been made in the past will be kept, and to strengthen the system going forward, we need real pension reform now. When elected, I will add my name as a sponsor of House Bill 3303, which protects current benefits while moving state employees to a defined contribution pension model."

Taxes

  • Excerpt: "Government does not create jobs; it can only create the conditions in which people will be encouraged to take risks, invest capital and thus increase employment. It seems that every time we turn around, the Democrat-controlled legislature throws roadblocks in the way of job creation. Employers are leaving the state, and our tax base erodes as a result. There's nothing that will kill jobs faster than an increased tax burden. We need lower rates and spending discipline."

Education

  • Excerpt: "Education has always been a matter of local control, and should remain that way. I believe that money should follow the kid, not the other way around. I support voucher programs for private schools and home schoolers. When schools compete, children and families are better served."
  • Excerpt: "While other issues make headlines, one issue that's notable for its total lack of discussion is the implementation of "Common Core" standards in our schools. That's no surprise, since Common Core was imposed upon our schools, not by legislative action or the vote of local school boards, or after soliciting parental input. The relationships that people form are their own business; the State has no compelling interest in how we live our lives. Those who voted for same-sex marriage have lost whatever principled objections they may have to those living in other types of relationships from claiming that they have been denied equal protection under the law."

  • Excerpt: "I am pro-life, and support those who make it their mission to speak on behalf of the unborn. Laws such as that which was recently passed in Texas are a significant step toward protecting the lives of both women and their babies."

  • Excerpt: "I support concealed-carry. After all, criminals have practiced concealed carry since before the days of Al Capone. Honest citizens must have the same rights. States with concealed-carry have consistently seen a decrease in gun violence. This is not a coincidence, and there’s every reason to believe the same will hold true in Illinois. As the new law recently passed over the Governor’s veto is implemented, its implementation needs to be monitored so as to protect every citizen’s right to self-defense. There will be efforts to backslide on the new law, those who wish to erode gun rights will not rest. It will be my job to see that those rights are maintained and strengthened."
