Four seats on the Stevens Point Area Public Board of Education were up for election in the general election on April 1, 2014.

Four at-large board incumbents were up for re-election. Incumbents Christina Scott, Jeff Presley, Robert Larson and Terry Rothmann were all eligible to run for re-election, but Rothmann did not run in the election. While Scott and Larson were seeking regular re-election, Presley was seeking election after being appointed to the board in May 2013 to complete the remainder of John Zellmer's unexpired term. Presley had previously served on the board.[1]

The three incumbents were joined by newcomers Alex Kochanowski, Patricia Baker, Terri A. Fink and Samuel L. Levin on the general election ballot. The winners, in order of most votes received, were Kochanowski, Baker, Scott and Presley. The top three winners were elected to full, three-year terms, while fourth place winner Presley was elected to the remainder of the unexpired term he was originally appointed to which expired April 2015.[2]

Stevens Point Area Public School District is located in Portage County, Wisconsin. The county seat is Stevens Point. Portage County was home to 70,380 residents in 2013, according to the United States Census Bureau.[3]

Demographics

Portage County outperformed the rest of Wisconsin in terms of higher education achievement in 2012. The United States Census Bureau found that 27.2 percent of Portage County residents aged 25 years or older had attained a bachelor's degree compared to 26.4 percent for Wisconsin as a whole. From 2008 to 2012, the median household income in Portage County was $51,422. During that same time period, the median household income for the entire state was $52,627. The poverty rate in Portage County from 2008 to 2012 was 13.5 percent. During that same time period, it was 12.5 percent statewide.[3]

Voter and candidate information

The Stevens Point Area Public School District Board of Education consists of nine members who are elected at-large on a staggered basis to three-year terms. Eight candidates filed for the four seats up for election making a primary election unnecessary. The general election was held on April 1, 2014.

To be elected to the board, candidates were required to reside in the boundaries of the school district for 28 days prior to the filing a Declaration of Candidacy.[5] They were also required to be 18 years old and citizens of the United States. Unless pardoned, persons convicted of a felony were not eligible for election to office in Wisconsin.[6] Candidates had until January 7, 2015, to submit a Declaration of Candidacy and Campaign Registration Statement.[7]

Voters could register to vote in the primary or general election at the polling place on the election day. Proof of residence was required when registering to vote, and a photo ID was required at polling places.[8]

In elections where a partial term is being filled, the members are still elected in one at-large race. In the case of this election, the fourth seat to be filled was the remaining one year of John Zellmer's unexpired term. Therefore, the top three winners of the at-large race won regular three-year terms, and the fourth place finisher won the one-year term.
