SHALL THE VILLAGE OF STILLMAN VALLEY, ILLINOIS, FOR EXPENDITURE FOR POLICE PROTECTION WITHIN THE VILLAGE INCREASE THE POLICE PROTECTION TAX RATE FROM 0.0056 PERCENT TO 0.6 PERCENT OF ALL TAXABLE PROPERTY WITHIN THE VILLAGE PURSUANT TO 65 ILCS 5/11-1-5.1?[3]
