Washington, D.C.: The United States Supreme Court has refused to hear an appeal from Manuel Noriega to not be extradited to France. Manuel Noriega is an ex-leader of Panama and was convicted of money laundering by the United States in 1990. After serving 17 years in prison, France convicted him of laundering money through their banks in 1999. He has been held in U.S. custody pending the outcome of his extradition appeal since his release from prison.[1]
