Hippen's campaign website included the following themes for 2017:

As Treasurer I will:

  • Increase citizen access to valuable online services
  • Decrease inefficiencies and errors within the current system
  • Promote a positive Treasurer experience for ALL Virginia Beach citizens[3][9]
—Susan Bates Hippen (2017)

2013

Hippen’s website highlighted the following campaign themes:[10]

  • Women’s Rights, both health and equality

Excerpt: "I believe a woman has the right to choose who her health providers are and have access to whatever medical treatments and procedures she deems appropriate. No law should be enacted, nor should any administrative changes be made, to limit access to health care for women. ...I also believe women must be paid commensurate to their abilities and experience. No difference in pay should be made on the basis of gender."

  • Education funding and structure

Excerpt: "Education is the key to the future of our Commonwealth and nation. I believe Virginia must properly fund schools so that teachers are not spending their own money for class supplies. Similarly, Pre-kindergarten through high schools need to promote an atmosphere of cooperation between parents and teachers. Public colleges and universities need to maintain tuition, book prices, and fees within reach of the average family. Community colleges will continue to be one of the important training resources for workers needing skill updates and retraining. I will fight to keep education available for every Virginian."

  • Voting rights

Excerpt: "The right to vote is guaranteed to every citizen by the Constitution. Recent voter suppression laws signed by Governor McDonnell are morally and ethically wrong. I will fight to have laws enacted that ensure fair voting. I believe no one should have his or her right to vote obstructed or hindered in any way."
