Heading into the election, Ballotpedia rated this race as safely Democratic. Incumbent Charles Rangel (D) did not seek re-election, leaving the seat open. Adriano Espaillat defeated eight other Democrats in the primary to replace Rangel. The race between Espaillat and Keith Wright was initially uncalled with Espaillat leading by nearly 3%. Wright conceded from the race two days after the election. Espaillat then defeated Tony Evans (R), Daniel Vila Rivera (G), and Scott Lloyd Fenstermaker (Transparent Government) in the general election. The primary elections took place on June 28, 2016.[3][2]

Campaign themes

2016

The following issues were listed on Cook's campaign website. For a full list of campaign themes, click here.

  • Education: As the daughter of a public school teacher, I know education is the key to opportunity and believe Congress must play a role, particularly in bringing needed resources to struggling schools and making sure every child has the opportunity to reach their potential. We need to support teachers, parents and administrators who know our schools best and move away from high stakes testing.
  • Gun Safety: Each day, nearly 100 Americans are killed by gun violence. An American is twenty times more likely to die by gun violence than people in other developed nations. Rarely does a week pass without news of a mass shooting in places that we normally associate with prayer, learning or recreation. And the black and brown communities of Harlem and the Bronx continue to suffer from senseless gun violence every day. And all too often, these murderers obtained their weapons legally, taking advantage of loopholes in our laws.
  • Healthcare: Healthcare is a right, not a privilege for every American. I support Obamacare. Given the reality of government and politics right now, it is the best healthcare system for the nation. At the same time, we need to work to improve it and make sure everyone is covered. We need to lower the cost of premiums and out-of-pocket expenses for consumers, increase incentives for innovation and make our health care system more efficient by reducing the overhead and administrative costs.
  • Immigration: I support President Obama’s executive actions that provide some relief to DREAMers and immigrant families living in our country. Many of them now have a temporary reprieve from the fear of deportation, but a more permanent solution is needed.
  • Paid Family Leave: Strong families make a strong country. It doesn’t make sense that we are the only nation in the developed world that lacks a national paid family leave program. Our handling of this issue reminds me of some of the more closed societies I visited as a U.S. Ambassador. In this day and age, no one should have to choose between keeping their job and caring for a newborn or ill parent.
