Biography

Kugler grew up in Bowling Green, Kentucky. She earned her bachelor's degree from Eastern Kentucky University in 1989 and her master's degree from the University of Kentucky in 1994. Her professional experience includes working as a public school teacher from 1990 to 2018 and as an adjunct professor at Bellarmine University since 2019.[1]

I am a mother of three Kugler boys, married to Mike Kugler for 21 years. I'm also a native Kentuckian who has attended Eastern Kentucky University earning a BS in middle grades education, the University of Kentucky earning a Masters of Science in Library Science, and I earned my Rank 1 certificate at the University of Louisville in special education and gifted education. After retiring with 28 years of services in Kentucky public schools I have become and adjunct professor in the Bellarmine University School of Education and decided to run for office to fight for full funding for public education and against charter schools and vouchers which weaken our public schools.
  • Full funding of Kentucky Public Schools and support services for students and teachers.
  • Repeal of Right to Work and reenactment of the prevailing wage.
  • Legalization of Medical Marijuana.
I am truly passionate about public education. I entered the classroom in 1990 with the enactment of the Kentucky Education Reform Act. It was a time of investment in public schools and teachers. Due to these reforms teaching jobs were rare and hard to get with many qualified applicants and education ranking for Kentucky improved from the low 40s to number 26 nationally, an incredible trend toward improvement. Then education funding decreased steadily, teacher pensions have been threatened, and the changes are apparent. There are teacher shortages statewide, schools have to do more with less funding each year, and the legislature entertains bills that would divert public funds to private institutions through vouchers and charter schools without the accountability of public schools. i will fight to reverse this trend. Public education is for everyone and investment in public education shows faith in our future, the future of Kentucky.
Having been a public school teacher for 28 years, I have developed great patience, the ability to listen, enhanced observation skills, and a sense of humor in chaos. I have the ability to think on my feet and to find creative ways to get a lot accomplished with few resources. And, I have learned honesty, integrity and true concern for my students leads to relationships that benefit the entire class and enhance learning. I will apply all of these qualities to representing the Kentucky's 29th House District.
I believe the core responsibilities who take the oath of office are transparency, ethical behavior, and leading through servantship and humility. Those that serve for power are serving themselves.
My very first job was as a sixteen year old general laborer at McDonald's for three months. This job taught me the value of hard work and the difficulty of physical labor. I worked for minimum wage and learned the value of a dollar and how many hours of work it takes to buy a restaurant meal or a pair of jeans.
SO many favorite books. But, if forced to pick, I choose one of my annual reads, the play Our Town by Thornton Wilder. Every year I reread it to remind myself of the importance of looking, really looking at our loved ones each day, of striving to live in the moment each moment to enjoy the smell of coffee or the feel of clean sheets. I don't want to rush through my life not taking it in as I go, only at the end to find it gone without my having appreciated it.
One of Kentucky's greatest challenge in the next decade is to build our revenue sources to have funds needed to invest in public education and the infrastructure of our state. We must also invest in our farmers and traditionally coal intensive areas to bring them into new raising new crops suited to our state such as hemp and medical marijuana, and new industry.
It is absolutely beneficial to build relationships with other legislators from both sides of the aisle. All people can find points of agreement and it is in those areas that we must reach out to form agreements. We must also pledge to listen to those we disagree with. Not listen just to answer, but listen to understand and seek common ground and compromise.
