Sylvia Swayne was born in Montgomery, Alabama. Swayne earned a bachelor's degree from the University of Alabama in 2019. Her career experience includes working as a manager. Swayne has been affiliated with the Jefferson County Democratic Executive Committee.[1]

My upbringing was deeply influenced by my mother, who showed incredible strength as a single parent after the passing of my father, a master sergeant in the U.S. Air Force. Her determination to attend nursing school left a lasting impression on me, instilling values of resilience, commitment, and gratitude.

During my time as a student at the University of Alabama, I advocated for labor rights, leading the university to affiliate with the Worker Rights Consortium. Now, as a working citizen in Birmingham and a Jefferson County Democratic Executive Committee member, I am driven to work alongside the people of this county for positive change.

  • Create Economic Opportunity: Small businesses deserve support, and job seekers deserve better access to work.
  • Protect the right to vote: Every Alabama citizen deserves a say regardless of who they are or where they come from.
  • Ensure safety in every community: Crime does not happen out of nowhere—let’s work together to address root issues that increase crime rates.
I will support ongoing efforts in the Democratic Party to incentivize investment in small & minority-owned business. I will work to "ban the box" because citizens who have been convicted of a felony should not be denied a better future because of their past. Our state government should work to improve public transportation so folks can not only get to work safely and efficiently but also have access to the growing number of businesses and parks that Jefferson County has to offer. Investing in the Public Transportation Trust Fund and addressing limitations within the Alabama constitution regarding how taxes on gas can be allot are both ways to address this issue.

The right to vote is under attack in this state. We must unite as a community to demand better from our legislature. I will oppose legislation that places unnecessary restrictions on absentee ballot voting and fight for legislation that increases access to the polls, such as automatic voter registration.

To address public safety, I will fight for every student's right to a quality education and to increase job opportunities for all Alabamians. We should strengthen law enforcement with community policing, enhancing mental health & crisis intervention training, and improving recruitment strategies to ensure the right folks get the job.
Primarily, a house representative sponsors and votes on bills that will be made into law. They are made members of specific committees and collaborate with other representatives to advance bills to the house floor. There are additional responsibilities involving service to their constituents—they engage with their constituents through town halls, neighborhood meetings, etc. in order to keep the communities informed on bills, government programs, and more. They are also heavily involved in the budget making process with the governor and determine how funds are allocated to various programs.
I would like to leave a legacy of resilience and unity. I believe that everything I've experienced, good or bad, make up the person I am proud to be today. I hope that my story and testimony can encourage others to lead value-driven lives. I value the power of relationships and conversation. I hope I inspire young people to never give up on themselves, their loved ones, and their hometowns. It matters not who we are but instead what we value. I hope my values are made clear when I leave this earth.
Overcoming the political division that results in legislation that distracts citizens from the real issues that people's right to life, liberty, and the pursuit of happiness. We need to get back to what matters—get kids to school (and making sure that school is well funded/staffed), get adults to work, and ensure that everyone has the opportunity make a better life for themselves and their loved ones.
I believe in the everyday Alabamian. Like many people, I go to work, I pay my bills, and I build relationships with many people who enrich my life. I believe that legislators must be able to collaborate with their community, and that does not require extensive political/government experience.
It is absolutely beneficial to build relationships with other legislators. At the end of the day, life is made of the conversations you have, the stories you tell, and the stories you hear. I believe relationship building is integral to unity.

Compromise is both necessary and desirable. Electing a candidate means honoring the diverse perspectives of your constituents. It's not just about what you as a candidate want to do, it must a collaborate effort with the community you represent.
