A Tahoe-Truckee Unified School District Bond Issue, Measure U ballot question was on the November 4, 2014 election ballot for voters in the first Facilities Improvement District of the Tahoe-Truckee Joint Unified School District in Nevada and Placer counties, California. It was defeated.

Had it been approved, Measure U would have authorized the Facilities Improvement District No. 1 of the Tahoe-Truckee Joint Unified School District to increase its debt by $114 million through issuing general obligation bonds in that amount.[1]

This improvement district of the Tahoe-Truckee Unified School District tried to get a slightly lower bond measure - seeking $93.53 million - approved twice in 2008, once in June and once in November. Both attempts received just over 50 percent voter approval but fell short of the 55 percent required for enactment.[1]

School officials estimated the bond repayment of 2014's Measure U would have required an additional property tax of $48.25 per $100,000 of assessed property value over the 33-year life of the loan.[2]

It was also estimated that the total interest paid on the proposed $114 million in bonds would be about $140,486,398, making the total cost of the loan - principle and interest - $254,486,398.[2]

The district planned to issue the bonds, had they been authorized, in five equal $22.8 million increments spread over 10 years.[2]

The second Facilities Improvement District of the Tahoe-Truckee Unified School District was also seeking a bond issue of $62 million under the name Measure E. Measure E was approved by voters.

A 55 percent supermajority vote was required for the approval of Measure U.

The question on the ballot:[1]

To improve Truckee area schools with funding that the State cannot take away, repair/replace roofs, plumbing and electrical systems, science labs, career technical education facilities to provide a well-rounded education and prepare students for college/high-demand jobs, shall School Facilities Improvement District No. 1 of the Tahoe-Truckee Unified School District issue $114 million in bonds at legal rates with independent audits, citizen oversight, and no funds for administrators' salaries?[3]

Opposition

Nancy Porges, a resident of Truckee, wrote an opinion piece opposing Measure U that was featured by Moonshine Ink. In her article, Porges focused on the following concerns with the Measure U bond proposition:[2]

  • The interest on the bond measure, estimated to be more than the principle itself at over $140 million, would be too high and would make Measure U a bad financial deal for the district.
  • The bond repayment would cost too much for already overtaxed district residents and would hurt the local economy.
  • The proposed bond issue and repayment plan - ten years and 33 years respectively - are to drawn out, leaving the district vulnerable to shifts in building and labor costs and interest rates.
