I am a Christian, wife, mother, grandma, sister, friend, neighbor, and 5th generation citizen of Idaho who knows how to get things done. I have been married to Tom Payne for 44 years, and we live in Grand View, Idaho. I serve as a board member of Right to Life of Idaho, Idaho Right to Life Education Society, Rimrock Community Food Pantry, and I attend Knight Community Church in Grand View.

My experience at the local level includes serving as, city council person, mayor, a member of a water and sewer board, and as a member of a planning and zoning board. In the larger community, I served as executive director of Healthy Families Nampa, a healthy marriage research project, and, as the Faith Base Liaison for two Republican administrations. For the last couple years, I’ve served as the lobbyist for Right to Life of Idaho, advocating for the unborn, disabled and elderly.

My education and background has provided me with; a good working knowledge of the legislative process, an appreciation for how critical working relationships are to the legislation making process, and how to represent the people I serve as I work to influence policy makers.
  • Faith and Public Policy - Family, church and government, and their respective laws, are founded and intended for the benefit of the people, not special interest groups or government institutions. Judeo-Christian principles served our founding fathers well as they drafted the U.S. Constitution for our nation. Those same principles should guide all aspects of the public policy making process and legislation.
  • 2nd Amendment Right for a Secure Idaho - An armed society is a free society.
  • Agriculture and Water Security - Idaho farmers and ranchers feed Idahoans and feed the world. Public policy should only secure Idaho's agriculture and water rights . Idaho lands and water should be managed by Idaho for Idaho, not sold or bartered away to out of state interests.
Election integrity. If we don’t enforce election integrity, the voice of Idahoans will be lost. We need to cleanup the system so we are sure it is only living Idahoans’ votes being counted. Money from outside interest groups to Idaho’s County Clerks needs to be stopped.

Developments’ impact on agriculture and water resources. Idaho helps feed the world. It is imperative that legislation, land use planning, and agency rules, make food production easier for the producers, not more expensive and difficult.

Education and school choice. Our children are Idaho’s future. We need to fix the status quo public education system’s poor to marginal outcomes, and, stop the liberal ideologies and social agendas in our schools. Idaho needs school choice.
I pray I will be remembered as an example of a good and faithful servant of Almighty God. I hope I will have made a difference for the good, to, my family, neighbors and community. And, I would like to be remembered as having done the right thing for the right reason, even in the most difficult situations.
The Bible. It is life's instruction book!
Ideally, as partners, brought together for the sole benefit of the people they serve. Both institutions should value one another's respective position and role in the legislative process. As professionals, and as a formal check and balance to one another, they must establish a way to celebrate mutual legislative successes and work through areas of contention.
Compromise is appropriate as long as a participant, or representative of the people, does not have to go against their core values and beliefs. We cannot compromise our principles. It is time we, the people, stand-up and flat out say no we’re not accepting compromise of our values, nor giving up our constitutionally guaranteed liberties.
