One of nine seats on the Tangipahoa Parish School System school board in Louisiana was scheduled for by-district special election on October 14, 2017.[1] The primary election for the District B seat was canceled after appointed school board member Tom Tolar (R) was the only candidate to file for the seat. Tolar was automatically elected.[2][3]


The former District B representative, Gail Pittman-McDaniel, resigned from her position on the board on February 15, 2017, for health reasons. The board appointed Tom Tolar to the District B seat to serve in her place until the special election on October 14, 2017.[4][5]

Louisiana elections use the Louisiana majority-vote system. All candidates compete in the same primary, and a candidate can win the election outright by receiving more than 50% of the vote. If no candidate does, the top two vote recipients from the primary advance to the general election, regardless of their partisan affiliation.

The Tangipahoa Parish School System school board consists of nine partisan members who serve four-year terms. All of the members are elected concurrently by district. This means that regular school board elections are held every four years with all nine members being up for re-election at that time. One of nine seats was up for special election on October 14, 2017. Candidates for the District B seat had to qualify for the race between July 12, 2017, and July 14, 2017.[1]

Starting with terms beginning on or after January 2015, board members are term limited. Any member who, at the end of his or her term, has served more than two and one-half terms in the last three consecutive terms cannot be re-elected in the following term. However, they can be re-elected following a one term break. The limit does not apply retroactively.

Louisiana school board elections require a majority of 50 percent plus one for a candidate to win. If a candidate garners this majority in what is called the primary election, no general election is held. If no candidate receives the majority of votes, a general election is held and functions as a runoff election.

All school board candidates in Louisiana who spend more than $2,500 or raise more than $200 from a single source other than from their personal funds are required to file campaign finance reports. After a candidate has filed, they are required to file each subsequent report even if they no longer have any campaign finance activity.[6]

If within 20 days of an election a candidate receives more than $250 or spends more than $200 in a single transaction, the candidate must file a special report within 48 hours. Additionally, if the candidate spends money on or for election day (e.g. pays for an ad that runs on election day), the candidate is required to file an Election Day Expenditure Report.[7]

Tangipahoa Parish School System lies in eastern Louisiana in Tangipahoa Parish. The seat of parish government is Amite City. Tangipahoa Parish was home to approximately 125,412 residents according to 2013 estimates by the United States Census Bureau.[9] The Tangipahoa Parish School System school district was the 12th-largest school district in the state in the 2014-2015 school year and served 19,937 students.[10]

Demographics

Tangipahoa Parish underperformed compared to the rest of Louisiana in terms of higher education achievement in 2012. The United States Census Bureau found that 19.3 percent of Tangipahoa Parish residents aged 25 years and older had attained a bachelor's degree compared to 21.4 percent for Louisiana as a whole. The median household income for the parish was $40,491 compared to $44,673 statewide. The poverty rate in the parish was 22.1 percent compared to 18.7 percent for the entire state.[9]
