Biography

Tara Jebens-Singh was born in Madison, Wisconsin. She graduated from Phillips High School. She earned a bachelor's degree from Hamline University in 1993, a graduate degree from the University of Minnesota, Hubert H. Humphrey School of Public Affairs in 1995, and a graduate degree from Fielding Graduate University in 2024. Her career experience includes working as a nonprofit executive director.[1]

Tara grew up in a small town in Northern Wisconsin, the daughter of a civil engineer and public health nurse. She attended Hamline University, where she met RJ, her husband of thirty years. They raised their two boys in Roseville and now live in North Oaks with their dog JoJo. Tara has worked in public policy, wellness, education, equity, older adult, and mental health services. Previous roles include President and CEO of Northeast Youth & Family Services, Adult Programs Coordinator at White Bear Lake Area Schools, President of the Consortium of Lake Area Senior Services (CLASS), and Chair of the Many Faces of White Bear Lake. Tara serves as a board director for the National Alliance on Mental Illness (NAMI) Ramsey County, the Vadnais Heights Economic Development Corporation (VHEDC), and the Suburban Ramsey Family Collaborative’s (SRFC) Joint Powers Board. Tara holds a Master’s in Planning from the Humphrey Institute of Public Affairs and a Master's in Human Development from Fielding Graduate University, where she is currently pursuing her doctorate in Organizational Development and Change.
  • Tara's professional mission is building community capacity to meet the needs of its members while building member capacity to meet the needs of the community - affectionately called the Big Work. She is running for Ramsey County Commissioner because the county is at the center of so much of the Big Work.
  • Tara will be a champion for Youth, Families, and Elders (nutrition, childcare, mental health, workforce, and aging services); Livable Communities (housing, transit, economic development, parks, and public safety); Environmental Protections (water management, recycling and waste, and clean energy); and Responsible Stewardship (financial, infrastructure, technology, and natural resources).
  • Tara brings decades of informed, pragmatic leadership experience to the role of County Commissioner, including: lived-experience as a caregiver, provider, and advocate; compassionate listening to diverse viewpoints; inclusive community engagement; collaborative partnership and consensus building; systems-thinking to reduce disparity in access and outcomes; and strategic approaches to complex issues.
Tara is passionate about creating communities where everyone can contribute and thrive. As a family caregiver and program director, Tara has learned to navigate complex health and human service systems. She has been a provider of services to new Americans, youth and families, older adults, adults living with disabilities, and individuals living with mental illness. These professional and lived experiences inform her advocacy for quality, accessible, affordable, culturally responsive, and age-friendly services. Tara is focused on supporting and improving Ramsey County's Health and Human Service programs.

Justice Rosalie Wahl was Minnesota's first woman Supreme Court Justice. Justice Wahl served as liaison to the court’s Study Commission on the Mentally Disabled and was known for leading efforts to address both gender fairness and racial bias in the judicial system. Tara was privileged to work with Justice Wahl while leading the Minnesota League of Women Voter’s Leaders of Today and Tomorrow Program. Rosalie lent her name to their annual fundraiser, often leading attendees in rousing Union songs. She left an indelible mark on Tara, modeling how to grow from mother to advocate to leader.
Elected officials should strive to be authentic, transparent, inclusive, responsive, and collaborative. Effective representatives must build strong relationships throughout their district, understand community issues, and center constituent interests in decision-making.
A Ramsey County Commissioner serves on the Board of Commissioners, the county's primary governing body responsible for legislative functions, budget approval, policy-making, representation of constituents, appointment of officials, oversight of land use planning, social services, public safety, and infrastructure development.
