Ted Costa is the head of the anti-tax group, People's Advocate. Costa drafted and was the original proponent of the effort to recall former Gov. Gray Davis (D) in 2003.

Career

After attending the University of California at Davis, Ted Costa served in the United States Coast Guard for eight years. He then became an assistant to the founder of People's Advocate Paul Gann.[1] In 2010, the Bellingham Herald described Costa as "the Sacramento political provocateur who controls the People's Advocate operation and mailing list built by his mentor, Paul Gann, the other half of the Howard Jarvis-Gann initiative team that brought us Proposition 13."[2]

Throughout his career, according to the L.A. Times, Costa was concerned with qualifying initiatives for the ballot, including "measures on taxes, limits on government spending, politicians' salaries and redistricting."[3] In 2003, he was the initial author of the petition to recall Gov. Gray Davis (D). That same year, Costa called on the state to redraw its district lines. He claimed that the districting made elections for the California State Legislature noncompetitive and advocated "having retired judges draw district lines."[4]

In 2010, Costa supported Proposition 23, a measure to suspend California's 2006 global warming law.[5] That same year, he supported the proposed California Electoral College Reform Act, which would have changed the way California allocates its presidential Electoral College votes. The initiative did not make the ballot.[2] Costa's other longer-term interests are term limits for legislators and to "cut the legislative session to three months a year" with lower pay for legislators.[6][7]
