Ted was born in Cheyenne and has been a Wyoming resident all of his life. Ted’s family owns a small ranch in Carbon County, south of Encampment. He spent summers and weekends there until he graduated high school. He has a Chemical Engineering degree from the University of Wyoming, and has worked in the energy industry for 42 years.

Ted started High Plains Solar Wind, LLC in 2002, installing small solar and wind power systems for remote homes. During that time, he helped to draft the Net Metering bill which is the basis for the Net Metering law that allows Wyoming homeowners to sell excess solar and wind power back to the utility. In 2005 Ted began engineering and technical training consulting for refineries and chemical plants. He worked for several consulting companies from 2005 to 2013.In 2013, Ted started his own company, Hanlon Process Consulting, LLC. His clients are all multinational chemical manufacturers. That business continues today. Ted and Freddie have four children and three grandchildren. Ted is dedicated to ensuring that our children and grandchildren can stay in Wyoming and that they want to live in Wyoming because of the quality of life in the state.

  • The state government should be the ally of Wyoming people.
  • It is vital to maintain the personal freedoms of all Wyomingites.
  • The key to Wyoming's economic success is becoming the world leader in green energy.
I am a staunch supporter of reproductive freedom. We must address the gender pay gap in Wyoming, ideally through efforts such as increasing the minimum wage, increasing teacher pay, and legislating wage transparency. I believe that public lands should remain in public hands, and that public lands are the best part of Wyoming and must be accessible by all. Medicaid expansion is an important first step in ensuring that all Wyomingites have access to healthcare-- meaning that they can afford it and that they can find healthcare without driving to the next state. I believe that Wyoming is experiencing a mental health crisis, and we must address the lack of resources for mental health support. Public education is critical to the economic and cultural vitality of the state. Our teachers need support from the legislature and the community. Green energy is the future of Wyoming, as we have more green energy resources than any other state in the union. Green energy can make us an economic success and change the course of climate change. Wyoming must live up to its motto as the Equality State, and support all citizens regardless of race, ethnicity, sexuality, gender identity, or disability.
