Zero ballot measures were certified to appear on the Tennessee ballot on November 8, 2016. Tennessee only holds ballot measure elections in gubernatorial election years. There was a gubernatorial election in 2014, so the next ballot measure election in Tennessee will be in 2018.


Tennessee does not currently allow the initiative and referendum process, so all ballot measures must be referred by the legislature. The state legislative session ran from January 12 through April 22, 2016, during which time the legislature was able to place legislatively referred constitutional amendments on the ballot. The Tennessee Legislature can propose amendments from either house of the legislature, where they must be approved by a majority of members of both houses in order to be referred to the next legislative session. The legislature must then approve the amendment again by a two-thirds majority in order to place it on the ballot. Once on the ballot, the measure must be approved by a majority of votes, the number of which must also equal the majority of the number of votes in the gubernatorial election.
