Getting measures on the ballot

Citizens

Tennessee is one of 24 states that does not have a citizen initiative process. Citizens do not have the power to initiate statewide initiatives or referendums.

Legislature

For a constitutional amendment to appear on the ballot before Tennessee voters, that measure must be referred by the Tennessee State Legislature. These measures appear on the ballot in Tennessee’s gubernatorial general elections. The Tennessee Constitution requires the legislature to approve a constitutional amendment during two successive legislative sessions, with an election in between. For the first legislative session, the constitutional amendment needs to receive a simple majority vote (50%+1) in both legislative chambers, the Tennessee House of Representatives and the Tennessee State Senate. For the second legislative session, the measure must receive a two-thirds vote (66.66%) in each chamber.
