Biography

Teresa Garcia was born in El Paso, Texas. She earned a high school diploma from Eastwood High School and a bachelor's degree from the University of New Mexico in 2015. Garcia's career experience includes working in communications, advocacy, and pharmaceuticals. As of 2024, Garcia was affiliated with Carrie Tingley Hospital, Enlace Comunitario, the Maryland Network Against Domestic Violence, the Southwest Community Policing Council, and ABQ Celebrates Recovery. She has also served as the chair of the Domestic Violence and Sexual Assault Commission for the City of Albuquerque, New Mexico.[1]

I’m a dedicated bilingual Democrat candidate for House Representative District 13. A first-generation Mexican Indigenous graduate from the University of New Mexico, who holds a Bachelor of Science in Biology with a minor in Chemistry. As the daughter of an immigrant and a Vietnam Air Force Veteran. I have first hand experience fighting for my fathers veteran benefits where I met with the Veterans Affairs Secretary in D.C. and was able to obtain 100% disability rating for my father and DIC benefits for my mother after his passing. I come into this race as an active member of my community and a concerned constituent who is resident of the South West Mesa for over 13 years. It is time to fight for the resources we need, where my constituents, myself included, feel forgotten. My journey is marked by resilience and commitment to positive change, having left a successful pharmaceutical career to champion community welfare and raise awareness about domestic violence issues. I have extensive involvement in various local and statewide organizations as well as committees dedicated to supporting survivors and advocating for my community. Currently chairing the Domestic Violence and Sexual Assault Commission for the City of Albuquerque. I am driven by a genuine commitment to driving positive change, I am dedicated to bringing a new vision, your vision and a new voice, your voice for a better future for New Mexico.

The person I look up to and strive to emulate is my father, Julio Garcia Jr. Though he has since passed away, his legacy continues to shape who I am today. My father instilled in me invaluable lessons that have guided me throughout my life.

He taught me the importance of hard work, perseverance, and self-belief. From a young age, he encouraged me to pursue my goals with determination and reminded me that I was capable of achieving anything I set my mind to. His unwavering support and belief in my abilities gave me the confidence to overcome challenges and pursue my dreams.

My father also exemplified the values of honesty, kindness, and respect. He treated everyone he met with dignity and compassion, demonstrating the importance of empathy and understanding in our interactions with others.

Despite facing obstacles and adversity, my father never wavered in his commitment to providing for our family. He worked tirelessly to make ends meet, showing me the importance of resilience and resourcefulness in the face of adversity.

One of the most remarkable aspects of my father's legacy is his determination to support my education. Despite not having the opportunity to attend college himself, he saved diligently from his work at the flea market to help me pursue my academic aspirations. His selflessness and sacrifice have motivated me to make the most of the opportunities he worked so hard to provide.

Additionally, my father's service as a United States Air Force Vietnam War veteran instilled in me a deep sense of patriotism and pride. His love for his country and dedication to serving others serve as a constant reminder of the importance of giving back to our community and country.

In every aspect of my life, from my work ethic to my values and beliefs, I strive to honor my father's memory and the example he set for me. He may no longer be with us, but his influence continues to inspire me to be the best version of myself and to make him proud every day.
There are several characteristics and principles are essential for an elected official to effectively serve their constituents and uphold the responsibilities of their office. One must have integrity, humility, Empathy and Compassion, a commitment to public service, prioritize collaboration and inclusivity along with holding themselves and others accountable. Its a priviledge to serve as an elected official and be a representative of your community and I feel I hold all these principles to properly represent my community.
I believe several qualities I possess would make me a successful officeholder. Firstly, my unwavering dedication to hard work ensures that I approach every task with diligence, persistence, and a commitment to achieving meaningful results for my constituents.

The first historical event that left a lasting impression on me occurred on September 11th, 2001. I was born in 1987, so I was 14 years old at the time. I vividly remember sitting in class when our teacher turned on the news, and we saw the horrifying images of planes crashing into the Twin Towers.

The immediate feeling I experienced was one of fear and disbelief as I realized the magnitude of what was happening in real-time. The events of 9/11 reshaped the world as we knew it, particularly in terms of global security and the geopolitical landscape.

The aftermath of the terrorist attacks had far-reaching consequences, not only in terms of the lives lost and the families affected but also in terms of the economic impact. Many families, including mine, experienced financial losses, as the stock market plummeted in the wake of the attacks.

Moreover, 9/11 profoundly affected our sense of security as a nation. It shattered the illusion of invulnerability and highlighted the need for heightened vigilance and security measures. The memory of that tragic day continues to serve as a reminder of the importance of unity, resilience, and collective strength in the face of adversity.
My very first job, albeit unofficial, was working alongside my parents at the flea market. From the time I was born until high school, we spent our weekends scouring garage sales for treasures and then selling them at the flea market on Sundays.

This experience was incredibly impactful for me. It taught me the importance of communication and initiative as I learned how to interact with customers, introduce myself, and strike up conversations. Moreover, it gave me firsthand insight into the value of hard work and earning a dollar.

Watching my parents tirelessly clean and fix items to turn a profit was inspiring. They were true entrepreneurs, running a small business that made a significant impact on who I am today. Their dedication and work ethic left a lasting impression on me, instilling in me the importance of perseverance and resourcefulness.

Overall, my early experiences at the flea market shaped not only my work ethic but also my appreciation for the value of entrepreneurship and the rewards that come from dedication and determination.
"You Sound like a White Girl" by Julissa Arce is a book that holds a special place in my heart. As a first-generation Mexican indigenous individual who has overcome numerous challenges to achieve my goals, Arce's memoir resonates deeply with me.

The book beautifully captures the complexities of navigating multiple identities and the pressure to assimilate in a society that often expects individuals from marginalized communities to conform to a certain mold. Arce's story is a powerful reminder of the importance of embracing our cultural heritage and being proud of where we come from, even as we strive to succeed in a world that may not always fully embrace our identities.

As someone who also comes from proud indigenous roots, particularly belonging to the Tarahumara Raramuri Tribe from Chihuahua, Mexico, I find solace and inspiration in Arce's journey of self-discovery and empowerment. Her courage to share her story authentically encourages me to embrace my own heritage and celebrate the rich tapestry of my cultural background.

"You Sound like a White Girl" serves as a testament to the resilience and strength of individuals who refuse to be defined by societal expectations and instead embrace their true selves. It's a reminder that our differences are our greatest strengths and that our unique backgrounds should be celebrated, not suppressed.

One of the most significant struggles I've faced in my life is being a survivor of domestic violence. The barriers and injustices I experienced firsthand have profoundly impacted me and have fueled my commitment to advocating for justice and equality, particularly for survivors like myself.

Navigating the aftermath of domestic violence, including accessing support services, seeking justice, and rebuilding my life, has been an uphill battle. The stigma surrounding domestic violence, along with systemic barriers within our society, can often make it difficult for survivors to receive the support and resources they need to heal and thrive.

As a new candidate representative of District 13, where my initial priority is serving my community in the Southwest Mesa, I perceive several significant challenges our state will face over the next decade. I believe that the oversight of emergency powers is crucial to ensure accountability, transparency, and the protection of democratic principles. While granting emergency powers to the executive branch can be necessary in times of crisis, it is essential that such powers are subject to legislative oversight and checks and balances.

Emergency powers should not be unchecked or indefinite. The legislature plays a vital role in representing the interests of the people and ensuring that emergency measures are proportionate, temporary, and in line with democratic values. This oversight can help prevent potential abuses of power and ensure that decisions are made in the best interest of the public.
As a moderate female Democrat, the safety and well-being of our community, especially our children, are paramount to me. Therefore, the first bill I would introduce if elected would focus on enhancing safety measures at school events.

Recent events, such as the tragic shooting at a charter school graduation, have highlighted the urgent need for increased security measures. It's deeply concerning that such a joyous occasion could be marred by senseless violence, leaving families and students traumatized.

The bill I would propose aims to ensure that metal detectors are installed at all school events, including graduations, where large gatherings of students, families, and community members occur. These metal detectors would serve as a crucial deterrent against potential threats and provide an added layer of security to prevent weapons from entering school premises.

Furthermore, my bill would emphasize the importance of accountability for event venues in implementing these safety measures. It's unacceptable that proper security protocols were not in place at the graduation where the tragic incident occurred. We must hold venue operators accountable for ensuring the safety of attendees at all events, particularly those involving our youth.

By implementing metal detectors at school events, we can take proactive steps to mitigate the risk of gun violence and provide peace of mind to our community members. No family should ever have to fear for their safety while attending a graduation or any school-related event. It's time to prioritize the safety and security of our schools and communities, and this bill is a crucial step in that direction.
While I have not yet received endorsements from specific organizations, I am grateful for the support and encouragement I've received from individuals and community leaders throughout my campaign. I firmly believe that endorsements should be based on a candidate's dedication, qualifications, and commitment to serving their community, rather than simply on incumbency status.

As a new candidate, I am committed to earning the trust and support of our community through hard work, transparency, and integrity. Whether or not I am the incumbent in the next election, I believe that endorsements should be based on merit and the ability to deliver results for our community.
Committees that interest me are Education, Public Safety, Veterans affairs, labor and small business, immigration and others such as environmental. All the committees interest me as I am here to learn and advocate for my community to the best of my abilities.
