Biography
Terra Costa Howard was born in DuPage County, Illinois. Costa Howard earned a B.A. from the University of Illinois at Urbana-Champaign and a J.D. from DePaul University. Her career experience includes owning a business and working as an adjunct professor with the College of DuPage. Costa Howard served as the president of the Glen Ellyn School District 41 Board.[1]
