England was born on August 10, 1966. His professional experience includes working as the president/chief executive officer/owner of The Homeport Farm Mart, and owner of Pete's Little Idaho Tater Farm.

England is a member of the Winder-Barrow Young Men's Christian Association Board, President/Director/Board Member of the Barrow County Farm Bureau, and is a member of the Baptist Men's Fellowship Group, First Baptist Church, Georgia Farm Bureau State Board of Directors, and the Alumni Executive Council of the National Future Farmers of America.[15]
