A recall attempt against Umatilla County Sheriff Terry Rowan is underway in Oregon. The petition was filed by Hermiston resident Antonio Espino. Recall organizers must collect 3,770 signatures to get the recall on the ballot.[1]

Recall supporters

Recall organizer Antonio Espino said the recall attempt was in response to Rowan's DUI citation on May 16, 2025. In June, Rowan pleaded no contest in Gilliam County Circuit Court to driving under the influence of intoxicants. Espino said the following regarding the recall attempt:[1]

Sheriff Rowan's posture to maintain on county pay and continue in his position as county sheriff after receiving special treatment for arrests is unacceptable. The example of higher standards should be held while in office yet undeniable was met with apologetic excuses for personal reasons that are irrelevant to his responsibility. [2]

No specific grounds are required for recall in Oregon. To get the recall on the ballot, supporters must collect signatures equal to 15% of the votes cast in the last regular gubernatorial election in the relevant jurisdiction. Signatures must be collected within 90 days.[3]
