The Texas Bexar County Charter Amendment was not on the November 3, 2015 ballot in Texas as a legislatively referred constitutional amendment. The measure, upon voter approval, would have allowed Bexar County, Texas, to adopt a county charter permitting the county government to integrate with other local political subdivisions. The amendment would have also required county voters to approve a county charter before it can be implemented.[1]
The intent of the measure was to allow Bexar County, San Antonio and other local municipalities within the county to merge into one government and jurisdiction.[2]
The measure was introduced into the Texas Legislature by Rep. Lyle Larson (R-122) as House Joint Resolution 35.[3]

The proposed ballot title was:[1]
“ | The constitutional amendment to allow the voters of Bexar County to adopt a charter that restructures and empowers the county government and that may allow the integration of the county government with certain other political subdivisions wholly or partly in the county.[4] | ” |
Support
Rep. Lyle Larson (R-122), who sponsored the bill the legislature, has served on both the San Antonio City Council and the Bexar County Commission. He said, "I can tell you that I don't see any good reason why we have two sets of governances. I think there could be a lot of efficiencies gained if you combine these."[2]

The proposed constitutional amendment was filed by Rep. Lyle Larson (D-122) as House Joint Resolution 35 on November 10, 2014.[3] A two-thirds vote in both chambers of the Texas State Legislature was required to refer this amendment to the ballot. Texas is one of 16 states that require a two-thirds supermajority vote in both chambers. The measure was not approved by both chambers of the legislature.
