The Texas Gender Composition of Governor's Appointments Amendment, also known as HJR 29, was not on the ballot in Texas as a legislatively referred constitutional amendment on November 7, 2017.
The measure would have required the governor to ensure that appointments to state boards, agencies, and commissions reflect the gender composition of the state.[1]
Rep. Sergio Munoz, Jr. (D-36) introduced the amendment as House Joint Resolution 29 in the Texas Legislature.[2]

The following ballot title was proposed to appear on the ballot:[1]
“ | The constitutional amendment requiring the governor’s appointments to state boards, commissions, or other governing bodies of state agencies to reflect the gender composition of this state.[3] | ” |

The measure would have added a Section 12A to Article 4 of the Texas Constitution:[1]

The proposed constitutional amendment was filed by Rep. Sergio Munoz, Jr. (D-36) as House Joint Resolution 29 on November 14, 2016.[2] A two-thirds vote in both chambers of the Texas State Legislature was required to refer this amendment to the ballot. Texas is one of 16 states that require a two-thirds supermajority vote in both chambers.
The amendment did not receive a vote in the state legislature.
