The Texas Increase the Outstanding Bond Limit for the Veterans' Land Board Amendment is not on the ballot in Texas as a legislatively referred constitutional amendment on November 4, 2025.

The constitutional amendment would have permitted the Veterans' Land Board to issue general obligation bonds that total up to $6 billion.[1] This would be an increase to the Board's limit for outstanding bonds, which is currently $4 billion.[2]

A two-thirds (66.67%) vote is required during one legislative session for the Texas State Legislature to place a constitutional amendment on the ballot. That amounts to a minimum of 100 votes in the Texas House of Representatives and 21 votes in the Texas State Senate, assuming no vacancies. Amendments do not require the governor's signature to be referred to the ballot.

House Joint Resolution 182

State Rep. Jared Patterson (R-106) introduced the constitutional amendment into the Texas State Legislature as HJR 182 on April 2, 2025. Below is a timeline of the amendment in the legislature:[3]

  • May 5, 2025: The House Pensions, Investments, and Financial Services Committee filed a favorable report for HJR 182, advancing the bill to the full Texas House of Representatives.[4]
  • May 12, 2025: The state House voted to approve the amendment in a vote of 127-11 with 12 representatives absent or not voting.
  • June 2, 2025: The legislature adjourned without final passage of the amendment.
