To put a legislatively referred constitutional amendment before voters, a two-thirds (66.67%) vote is required in both the Texas State Senate and the Texas House of Representatives.
This amendment was introduced as House Joint Resolution 1 on November 8, 2023. On November 17, 2023, the state House passed HJR 1 in a vote of 144-3. The amendment did not receive a vote before the session adjourned.[1]
