Texas state legislative special elections, 2011
In 2011, one special election was held for the Texas State Legislature. This election was called to fill a vacancy in the Texas House of Representatives, District 14.
How vacancies are filled
If there is a vacancy in the Texas State Legislature, the governor must call a special election to fill the vacant seat.[1] A governor's proclamation to hold a special election must be delivered to county judges in the legislative district no later than 36 days before the scheduled election.[2]
The secretary of state can declare a candidate duly elected in a special election if there is no opposition.[3]

Fred Brown (R) retired on June 29 after more than 12 years in the legislature. A special election was held on November 8, 2011 to replace him. Since no candidate received a majority of the vote, a runoff was scheduled.[4][5]
