Biography
Theodore Carr was born in Washington, D.C., and lives in Morven, North Carolina. His career experience includes working with the police department of Washington, D.C., and the police department of Prince George's County, Maryland. Carr was elected to serve as Mayor of Morven, North Carolina, in 2003, where he served until 2011. He was re-elected in 2015, serving until 2019.[1]
