An effort in Hubbard, Oregon, to recall Mayor Thia Estes and City Councilman Bradley Williams from their positions was launched in July 2017. Recall organizer Justin Dryden filed petitions against both officials with city officials on July 12, 2017.[1] Estes resigned from office on September 28, 2017, while Williams resigned from office on October 2, 2017.[2][3]

Dryden's petitions against Estes and Williams made the following arguments for their removal:

...crippling our effective police department through willful failure to hire a chief, pursuing Marion County Sheriff contracts against the will of the majority, spending over twice the annual legal budget on the city attorney in six months, and failure to promote harmonious and working relationships with city council, staff and residents.[1][4]

Dryden argued that city residents opposed proposals to contract with the county sheriff's office to provide public safety services to the city. The city voted on July 11, 2017, to begin the hiring process for a new police chief, potentially ending deliberations on the county's proposal.
