In November 2022, an effort to recall two members of the Bay Area Health District Board of Directors in Coos County, Oregon, Thomas McAndrew and Donna Rabin, failed to gain enough signatures to appear on the ballot. Recall supporters collected 2,465 valid signatures against McAndrew and 2,472 valid signatures for Rabin to the Coos County Clerk, falling short of the required 2,853 valid signatures per member. The recall effort was led by the United Food and Commercial Workers Local 555 and the Oregon Nurses Association.[1]

Recall supporters argued that McAndrew and Rabin mismanaged the hospital, citing the hiring of an executive who had been convicted of embezzlement and the board's decision to close the hospital's acute psychiatric unit and lay off its staff.[2]

Recall opponents

Bay Area Hospital responded to the recall effort by issuing the following statement:[2]

We do not feel the board of directors’ work to support Bay Area Hospital warrants any sort of recall effort at all. Bay Area Hospital is very disappointed that a campaign to recall its board of directors is being pursued by unions (and) that one — the UFCW Local 555 — is still engaged in ongoing contract bargaining negotiations. Unfortunately, these unions are using their limited resources and funds by attempting an expensive political recall effort that is damaging to our hospital and community during ongoing contract bargaining negotiations...
