Thomas Newman Jr. was a judge for the Circuit Court of Madison County in Indiana from 2013 to 2019. He retired January 1, 2019.[1]

Education

Newman received his B.A. from American University in Washington, DC. He received his J.D. from Indiana University's McKinney School of Law in Indianapolis. He was admitted to the Indiana bar in 1972.[2]

Career

Prior to assuming his role on the circuit court in 2013, Newman served on the superior court in Madison County.

Judicial disciplinary charges

Indiana's Commission on Judicial Qualifications filed charges against judge Newman in 2006.[3][4] The charges arose from Newman's slow response to a July 2001 Indiana Court of Appeals order to release Lance Dawson from prison. Dawson had been sentenced to six years in prison by judge Newman in October 2000 for probation violations. The Court of Appeals found Dawson's sentence to be contrary to the law, but Dawson was not made aware of the ruling and Newman did not call for his release, leading Dawson to spend an additional fourteen months in prison.

At the filing of the charges, the commission stated:

Judge Newman was so indifferent to the need to prepare an order for Dawson’s release as to constitute such serious neglect that he violated the Code of Judicial Conduct. He further violated the Code when, later, he variously assigned responsibility for his neglect not to himself but to his court reporter, the Department of Corrections, and the Court of Appeals.[5]

2012 election

Newman ran unopposed for election to the Madison County Circuit Court in 2012.[6] He was successful in his bid, receiving 100% of the vote.[7]
