Shcherbenko earned a B.A. in history and an M.A. in education from the State University of New York at Albany.[1]

Shcherbenko's experience includes work as a social studies teacher for the New York City Department of Education and a systems designer for the Port Authority of New York & New Jersey. He has also served as the president of the Staten Island Democratic Association, a district leader for the Richmond County Democratic Committee, a community organizer for the New York State Nurses Association, the campaign manager for Staten Island borough presidential candidate Lou Liedy, and a delegate and delegate organizer for presidential candidate Bernie Sanders.[2][3]

Richmond County, New York, held a general election for Staten Island borough president on November 7, 2017. The filing deadline for candidates who wished to run in this election was July 13, 2017. Incumbent James Oddo (R) defeated Thomas Shcherbenko (D) and Henry Bardel (Green) in the general election for Staten Island borough president.[4]
