Thomas W. Carpenter was a judge for the district court in Newport News, Virginia. He was appointed to the court in 2004 and retired from the court in 2021.[1][2][3]
Education
Carpenter received his undergraduate degree from Hampden-Sydney College and his J.D. from the College of William and Mary.[4]
