Thomas W. Phillips is an Article III federal judge serving on senior status for the United States District Court for the Eastern District of Tennessee. He joined the court in 2002 after being nominated by President George W. Bush. Phillips assumed senior status in July, 2013.[1]

Early life

A native of Tennessee, Phillips graduated from Berea College in 1965 and later graduated from Vanderbilt University Law School with his juris doctorate degree in 1969. Phillips later earned a Master of Laws degree from George Washington University Law School in 1973.[2]

Professional career

Phillips served in the US Army JAG Corps from 1969-1973. In 1973, Phillips served in private practice in Tennessee and also served as a part-time County attorney for Scott County, Tennessee until 1991 when he was appointed to the Federal Bench.[2]

Judicial career

Eastern District of Tennessee

Phillips started his judicial career as a federal magistrate judge for the United States District Court for the Eastern District of Tennessee from 1991 to 2002. On the recommendation of Senators Bill Frist and Fred Thompson, Phillips was nominated by George W. Bush on June 26, 2002 to a seat vacated by James Jarvis as Jarvis went on senior status. Phillips was confirmed by the U.S. Senate on November 14, 2002, on a Senate vote and received commission on November 15, 2002.[2] On July 31, 2013, Judge Thomas W. Phillips assumed senior status for the United States District Court for the Eastern District of Tennessee, where he had served for over 11 years.[3]
