Three judges appointed to Florida courts, one announces retirement

Florida: Gov. Rick Scott has appointed three new judges to various courts across Florida.
Scott D. Makar was appointed to the 4th District Court of Appeal on February 6. He has served as Florida's solicitor general since 2007, arguing cases before various state and federal appellate courts, including the U.S. Supreme Court. He is a former Jacksonville City Attorney, private practice lawyer and law clerk. He will replace Paul Hawkes, who resigned after charges were filed against him regarding funding for a new courthouse.[1]
Amy R. Hawthorne was appointed to the 20th Circuit Court on February 7. She has worked as a sole practitioner since 1998. She's a former associate attorney, assistant public defender, alternate special master, and general civil magistrate. "Amy’s handling of cases as a civil magistrate has shown a clear understanding of the application of the law in a consistent and predictable manner," the Governor stated.[2]
Darlene F. Dickey was appointed to the Escambia County Court on February 8. She has served as general counsel for the Escambia County Sheriff's Office since 2006. Prior to that, she worked as a private practice lawyer and an assistant state attorney. The Governor stated, "Throughout Darlene’s career, she has gained valuable experience listening to all sides of the issues in order to gain the understanding needed to resolve conflicts." She replaced Judge John F. Simon, Jr., who was elevated to the 1st Circuit Court.[3]
Amidst these appointments, one judge announced his retirement. Judge Richard A. Luce is the longest-serving circuit judge in the 6th Circuit. He was appointed to this court in 1987. Prior to that, he was a Pinellas County Court judge beginning in 1980. He plans to retire on December 31, 2012.[4]
