Bowles' campaign website highlighted the following issues:[1]

Tim only believes in funding government programs that work. We need to approach the budget differently by only funding programs that have a proven, quantifiable track record. If it’s not working, we should get rid of it.
Let’s stop being neglected by the typical politicians in Hartford and demand our neighborhoods and towns get the support, attention, resources and respect from the State we deserve and need.
We must practice fiscal responsibility again to provide property tax relief and become a business friendly state. While serving on Preston’s Board of Selectmen, Tim worked with his Republican colleagues to keep taxes flat.
Tim believes Connecticut’s state Legislature needs to be restructured and the House should be cut by one-third. He would also enact term-limits for Hartford politicians to just two terms of 4 years each.[2] |

Scorecards
A scorecard evaluates a legislator’s voting record. Its purpose is to inform voters about the legislator’s political positions. Because scorecards have varying purposes and methodologies, each report should be considered on its own merits. For example, an advocacy group’s scorecard may assess a legislator’s voting record on one issue while a state newspaper’s scorecard may evaluate the voting record in its entirety.
Ballotpedia is in the process of developing an encyclopedic list of published scorecards. Some states have a limited number of available scorecards or scorecards produced only by select groups. It is Ballotpedia’s goal to incorporate all available scorecards regardless of ideology or number.
