Biography

Timothy R. Kelly was born in Syracuse, New York. He graduated from East Syracuse Minoa Central High School. He attended Onondaga Community College, earned an associate degree from American Intercontinental University, and a bachelor's degree from Syracuse University in 2011. His career experience includes working as a director of operations.[1]

I’m Tim Kelly, a first responder, entrepreneur, and proud father of three, running to represent New York's 127th Assembly District. As a lifelong resident of Central New York, I’ve raised my family here alongside Samantha my wife of 21 years, and I’m deeply committed to the community we call home. My experience as an EMT and leader of one of the busiest ambulance agencies in Onondaga County has sharpened my ability to recognize critical issues and solve complex problems in high-pressure situations. As an entrepreneur, I’ve successfully navigated the challenges of building and growing businesses, developing innovative solutions that have helped improve services and created jobs. Growing up in a hardworking family, I know firsthand the struggles many in our community face. My campaign is focused on restoring opportunity for Central New York by fighting for lower taxes, fewer regulations, and fostering job growth to ensure every family can thrive. I’m committed to preserving the American Dream and creating a brighter future for the next generation.
  • When it comes to affordability, I believe that we need to rethink how Albany spends taxpayer dollars. State officials have too often overlooked the needs of upstate New Yorkers in favor of downstate priorities. We need to ensure that our tax dollars are reinvested in our communities—to improve our roads, support veterans, expand access to affordable childcare, and address other pressing issues. I will work to lighten the load on hard-working families and stop the exodus of residents leaving our great state.
  • Public safety is a priority that affects us all, regardless of political affiliation. We must ensure that our communities are safe, but we also need to address the underlying causes of crime. As a first responder, I’ve seen how addiction and untreated mental health issues contribute to violence and instability in our neighborhoods. I am committed to fighting for reforms that not only protect law-abiding citizens but also provide real support for those struggling with addiction or mental illness. By working together, we can restore law and order while also showing compassion for those in need.
  • New York’s natural beauty is one of our greatest assets. From our lakes and forests to our waterfalls and mountains, we are privileged to live in such a vibrant environment. Protecting these resources is crucial, but we need to do so in a way that is realistic and affordable. Albany’s current mandates—such as the push for electric school buses by 2027 —are well-intentioned but too costly for many communities. We need to strike a balance between environmental stewardship and fiscal responsibility, ensuring that we protect our planet without burdening families and businesses with increased taxes.
As a father, first responder, and entrepreneur, I’m passionate about addressing key issues that keep me up at night.

I will advocate for government accountability through transparency and fiscal responsibility, especially with our high tax burden (12.7%) and a $237 billion budget needing oversight.

I aim to reform bail laws that compromise safety, as 66% of New Yorkers feel less secure. I seek to revitalize our economy by tackling the loss of 800,000 manufacturing jobs and a 4.3% unemployment rate.

Additionally, I will support emergency services facing a 25% loss of EMTs and paramedics since COVID-19, combat the opioid crisis, and work to reduce child poverty.

Together, we can create a safer, healthier New York for all.
I look up to my grandfather and father, who have both played vital roles in my life. They taught me the values of hard work, faith, determination, and perseverance. For instance, my grandfather often shared stories of his own struggles and triumphs, instilling in me the belief that challenges can be overcome with dedication. My father demonstrated this through his unwavering commitment to his work and family. Their examples have shown me that anything is possible if you put in the effort, and I strive to embody their principles in my own life.
My political philosophy is best illustrated by the themes in Memphis Belle, which tells the story of a B-17 bomber crew on their final mission during World War II. Just as each crew member plays a crucial role in achieving their objective, I believe effective governance relies on personal responsibility and the contributions of individuals working together toward a common goal. A successful government should prioritize collaboration among elected officials, local businesses, and the community, all while respecting the principles of limited government and personal freedom.

The determination of the Memphis Belle crew to overcome significant challenges reflects the conservative spirit of perseverance I hold dear. I am committed to advocating for policies that combat corporate overreach and unnecessary regulations that hinder our economic growth. Like the crew’s unwavering commitment to their mission, I strive to fight for the American Dream for every citizen, focusing on strengthening our communities through shared values and a dedication to individual liberty.
In my opinion, the most effective elected officials exude integrity and accountability, ensuring that their constituents can trust in their decisions and actions. A strong commitment to community service is essential; understanding the needs and concerns of the people they represent allows officials to advocate effectively for their interests. Good leaders possess problem-solving skills that enable them to identify issues and develop practical solutions in public policy. Working for everyone not just specific interests.
As a candidate for the New York State Assembly, I possess a unique blend of experience and values that make me an effective representative for my constituents. Having lived in the Town of Cicero and currently residing in the Town of Manlius, I have a deep understanding of the challenges facing our communities. My background as a first responder and entrepreneur has equipped me with strong problem-solving skills and the ability to navigate complex situations. I am committed to addressing these challenges through thoughtful legislation and fostering collaboration among diverse groups to achieve common goals.

Guided by my conservative values, I emphasize fiscal responsibility, government accountability, and the importance of family and community. I strive to embody the qualities of inspirational leaders who promote hope and unity. My commitment to transparency ensures that constituents have a voice in the legislative process
To me one of the most important things about someone in this office is that they never forget that they work for the people in their district. It is important to remain out in the community so you can always have the perspective of the residents in each of the 4 towns.
I hope people will look back at my life and see that I made the world a better place than I found it. I want to be remembered as someone who was reliable and deeply committed to giving back to others.
I remember the Berlin Wall coming down on TV back in 1989. I would have been 7 at the time. However, the most pivotal historical event that has shaped my life was 9/11/2001. I to this day 23 years later can tell you every detail of that day and the next few days. It not only changed America but it changed me.
My first job was working with my father doing landscaping/ mowing at age 15 during the summer at his work. I did this for multiple summers while in high school. It taught me early to work hard and face challenges as they arose.
I believe that all elected officials should work together for the betterment of their constituents and the greater community.
Central New York faces significant challenges over the next decade that require collaborative policy solutions and local engagement. Inflation has notably impacted the cost of living, putting financial pressure on households and local businesses alike. Addressing rising prices for essential goods and services is critical for ensuring that residents can maintain a high quality of life.

Bail reform has also sparked concern regarding public safety, as current policies, while aiming for fairness in the justice system, may have unintended consequences. Finding a balanced approach that safeguards community safety while protecting individual rights will be essential for fostering trust within the community.

Another pressing challenge is the need for responsible environmental stewardship, as Central New York is home to valuable natural resources. Strategies promoting sustainable practices and renewable energy initiatives will help protect these resources while creating economic opportunities for the region.

Finally, reckless spending at the state and local levels threatens fiscal stability, necessitating a commitment to financial transparency and accountability. By addressing inflation, bail reform, environmental sustainability, and reckless spending, Central New York can work toward a more prosperous and equitable future for all its residents.
I feel what is most important in the role of a state legislator is a firm understanding of your election district. You need to understand who lives there, their particular issues and know what has been done to try and address those items in the past.
I feel that it is imperative to work together with other legislators. You need to understand who you are working with so that you can make decisions for your constituents whilst understanding how those decisions affect other legislators.
I am a admirer of the work of former President Ronald Regan. He was optimistic in his vision for America even though he faced multiple difficult challenges. Additionally he was a champion of limited government and lower taxes. He championed the empowerment of people and businesses. He also encouraged people to work together.
Having knocked on thousands of doors what keeps resonating with me is the number of people who feel that they aren't being represented or think that their representative doesn't care about them. It's frustrating knowing that people feel they are being ignored.
Emergency powers need to be used only in certain extenuating circumstances and should be removed as soon as that particular situation is over.
